[CD13 ELECTION] Traffic: City of Cars

"'Much of CD13’s luxury and high-rise transit-oriented development pushes out the working class who rely on public transit to get around every day, replacing them with more wealthy residents who tend to own cars.

'They are building luxury housing around transit, expecting those people to use the transit,' she said.

According to Shain the city’s leadership is essentially switching out Metro’s customer base in many areas of CD13 and hoping that wealthier residents will use the system just as much or more as the working-class residents who lived there before."

"This is a big win for tenant activists and for people in the city whose housing is threatened by the incentive to convert it to another use," said Sylvie Shain, a former tenant of the Carlotta and housing activist. "It sends a message about taking rent-stabilized units off the market."

HOLLYWOOD APARTMENT BUILDING NOT TURNED INTO A HOTEL

 "'The big difference … is that we had a councilman who was responsive and represented his community,' said Sylvie Shain, a former Villa Carlotta resident who opposed the Cherokee plans. Shain argued that the city reaction to such plans shouldn’t hinge on where someone lives and who represents them on the council.

"Villa Carlotta resident Sylvie Shain has also pressed both Ramsay and Ryu to sign a pledge promising to 'oppose a zoning change or variance, or any conversion' for the Hollywood building, and to 'do whatever is in my political power to insist that the other council members support my position on this issue. People want that reassurance,' Shain said. 'Words are very easy to forget.'"

 “I went to city council meetings and spoke at public comment, I showed up at events …all in vain. This discouraged a lot of our tenants. They felt hopeless and thought the city didn’t care about them,” Shain said. “People told me to ‘forget it,’ that this was a lost cause because the developers buy city hall.”
